Flood Area Protection
"Flood Area Protection" evicts retention areas for flood events near rivers to attenuate floods and to reduce damages. This measure succeeds and is closely related to the measure Analysis of Retention Potentials in Urban Areas.

Short description of measure
Problem to be solved: Minimisation of the effects of flood events
Goal, potential objective: Saving and improvement of the natural run-off in creeks and rivers; reduction of damages of high-valued properties in endangered areas
Developmental steps: Classification of high-risk flood areas; protection of areas by law together with prohibition of new buildings
Instruments, implementation mechanism: Computation of run-off models; edict of protection law by the water authority; revitalisation of natural systems to retain water slow down the run-off (like river banks, natural barrier system of plants); deconstruction of buildings in the creeks, rivers and water edges
Area of implementation: Local, urban; provincial for legal foundations
Responsibilities: Lower water authority
Time horizon: Medium term
Economic aspects: Minimise maintenance costs through protection and support of natural surfaces
Promoters, obstacles, risks: Resistance of concerned landowners and agricultural enterprises
Side effects: Avoid expensive containment options; enforcing of laws pertaining to water and waterways
Bridge to mitigation: Saving and development of CO2 sinks within natural systems in protected areas
